Conducting Land Division Reviews

This program is a technical training for the local official responsible for reviewing land divisions, as required by the Michigan Land Division Act, PA 288 of 1967, as amended, being MCL 560.101 et seq. The local review official is usually the assessor but may instead be the zoning administrator.

Participants will become familiar with the parts of the Land Division Act pertaining to land division, including key definitions and other important provisions, and learn required checks and best practices when reviewing land division applications. The training teaches participants the statutory and case law limits of land division review, common provisions of local land division ordinances and related zoning ordinance standards, and strategies for effective enforcement. The training includes Public Act 58 of 2025 amendments to the Act, which increases the number of parcels that can be created from a parent parcel.

The program includes numerous case studies and a major exercise to practice skills. All case studies and exercises reinforce covered topics. Participants will receive several helpful handouts including a land division look-up table, a sample land division application, and a sample land division review worksheet, all used to emphasize the importance of having a detailed system for conducting the review. The sample forms are intended to be customized to local ordinances and procedures.

The program will be delivered remotely via Zoom Meeting – a live, video conference style webinar. Participants will need an internet connection, computer or mobile device not smaller than an iPad or tablet, and speakers/headset or phone for audio. Participant materials will be emailed.

Assessors will earn 3 hours of recertification continuing education approved by the State Tax Commission (see STC Approved Continuing Education Course List for 2027 Renewal). Continuing education must be completed between Nov. 1, 2025, and Oct. 31, 2026. Continuing education hours cannot “roll over” to the next year. Assessors may not receive credit for the same course if it is taken in the same or two successive renewal cycles. Assessors seeking continuing education must sign into the course using their full name and remain logged in for the duration of the course with video camera on through the entire course.

Master Citizen Planners will earn 3 hours of continuing education for participation in the program.
